In the default version of web2c-6.1,
TFM files are sought in the directory
.../texmf/fonts//tfm .
The // in the middle of the directory name
seems to cause problems,
since it triggers the subdirectory-searching mechanism
at an inappropriate point.
I found that eliminating all "internal" //'s in kpathsea/paths.h
(or at the appropriate places in paths.h.in)
solved the problem for me on my Linux box.
